releases.dataone.org outdated

I went to the DataONE documentation site to find the new docs added by @ThomasThelen in #4 about the hierarchical package API, but it wasn't there. I usually just google "Dataone api" to find the site. The releases.dataone.org/... page (https://releases.dataone.org/online/api-documentation-v2.0.1/design/DataPackage.html) is the first (non-ad) result from Google. I had to find the up-to-date location via this repository.

I'm not sure what the state of releases.dataone.org is supposed to be, but if we are favoring the new purl.dataone.org site, maybe we need to do a redirect?

The canonical URL is our purl:

• Published: https://purl.dataone.org/architecture (redirects to different places over time)
• Source: https://github.com/DataONEorg/api-documentation

There is also an outdated version on readthedocs IIRC. I think
Dave V set this stuff up so maybe touch base with him on the redirects.
