Global Keyboard Shortcuts

Customisable tool wide keyboard shortcuts that can control things like:

• Toggle if placement is active
• Mode Cycle
• Tool Snap to Grid
• Toggle align with surface

[FrayedFunction]

Snap to grid will be driven by the editors built-in system instead (#22), this introduces a shortcut natively.
