Holding, for the same reason as #416: this moves frontend to TypeScript 6 while backend-ts stays on ^5.6 and wcdb-fhir-shim on ^5.8.3. backend-ts has no Dependabot updater by design (#411), so nothing will ever propose closing that gap on its own.

A TypeScript major belongs in one change across all three packages, each with its own typecheck run, rather than arriving package by package.

See #416: Dependabot is proposing TypeScript 6.0.3 here and 7.0.2 for wcdb-fhir-shim. Merging both puts the repository on three majors simultaneously, with backend-ts stuck on 5 and no updater to propose its half. Held on the same reasoning.

Closing: dependency bumps aren't needed for the pilot before January; they'll be taken as one deliberate upgrade later.
