[Feature Request] flatpak overrides

Since Flatpak doesn't allow placing overrides under /usr or /etc, we may need a system/user service to handle this, similar to the existing default-flatpaks.

they can be shipped in /var/lib/flatpak tho

@itzNOELdev The contents under /var only take effect on the first deployment and are not updated on subsequent updates. This works well enough in some scenarios, but I'd prefer a solution that stays in sync whenever the image is upgraded.

What I have in mind is roughly to create a systemd service that syncs the configuration to the corresponding directory. Similar to the current default-flatpaks, there would be one system-level and one user-level service.
