Publish the maintenance and access checks merged in #41 and #42. Align runtime/package/release metadata and mark the guides as available in 0.0.69.
Maintenance pauses per-container automatic rule actions with persistent expiry and audit. Optional file access probes use explicit UID/GID/groups and kernel os.access; Python 3 is required inside the target container. Includes the Docker exec socket-owner closure fix.
The implementation passed 289 tests, including all 15 real Docker tests. This release adds metadata/docs changes only; image, package and release checks run before publication.
