Jean-Christophe Meunier β AI governance and ethics thinker, SSH and AI practitioner, independent consultant.
Advancing humanβAI collaboration through open-source reliability and co-regulation frameworks.
π Currently (as of September 2026):
- Independent consultant β AI ethics and governance (since September 2025)
- Independent researcher β AI risk analysis and prospective work (since August 2025)
- OpenAI expert beta-tester since November 2022 (see Disclosure)

Core focus:
- π€ HumanβAI collaboration ethics and governance frameworks
- π AI hallucination research, including recursive embedding analysis
- π Responsible AI deployment protocols
- π‘οΈ AI risk assessment and governance standards
- ποΈ Strategic consulting for public institutions
Key skills:
- AI ethics and governance, strategic consulting, risk management
- Multi-platform LLM testing and validation, open-source framework design
- Social sciences and humanities (SSH) applied to the analysis of AI systems
A survival logic rather than an ethical charter, grounding humanβAI collaboration in factual reliability as the non-negotiable condition of cross-viability.
π¦ authentic-fluency repository
- Version: v5.2 (September 2026)
- License: CC BY-SA 4.0 β free to use, share and modify. Derivatives must credit the original and carry the same license.
- Status: active, contributions welcome
- Predecessor: Human-AI-Moral-Contract (v1.xβv2.9, archived)
To activate the framework in a conversation, use the compact activation text in
CIP-Core-v5.2-en.md.
- Universal β adoptable by any current or future generative AI system, regardless of architecture, provider or use context. Open-source and non-discriminatory: proprietary and open-weight models are equally eligible.
- Evolutionary β axiom-based rather than procedural. The framework prescribes no fixed methods; it establishes invariants that hold as AI capabilities, regulations and risk landscapes evolve.
- Open and modifiable β anyone may adapt, extend or fork the CIP for their own context, provided attribution is maintained and derivatives remain under the same open license. No permission required.
- AI-initiable β either party, human or AI, may activate the framework as soon as it recognises the conditions for a collaboration grounded in verifiable rigor.
"Real fluency results exclusively from the maturity and verification of responses β not from the speed at which they are produced."
β Qualitative Fluency Law, J.-C. Meunier, 2026
π¬ Hallucinatory recursive embedding (September 2025)
- Documents a failure mode in which the AI designates its own accurate output as a hallucination, instituting itself as arbiter of its own truth. To the author's knowledge this is its first formal description; no independent survey of prior art has been carried out.
- Founding empirical observation of the CIP framework. The author declares an INPI Soleau envelope filed for this work.

The services below are independent consulting activities. They are presented separately from the CIP repository, which remains an open-source research framework.
- β AI strategy β use-case framing, business alignment, deployment roadmaps
- β Governance and applied ethics β operational frameworks, compliance, risk management
- β Critical drift detection and evaluation β LLM behavioral auditing, red-teaming, anomaly analysis
- β Training and team enablement β AI literacy, upskilling, change management
The OpenAI expert beta-tester status is self-reported by the author. It is a declaration, not an independent certification.
A global percentile ranking previously stated here has been withdrawn. Its only sources were assessment documents generated by an AI assistant at the author's request, as their file metadata shows; no attestation issued by OpenAI supports it. The same distinction between direct evidence, author declarations, interpretations and hypotheses is applied throughout the CIP documentation, and is applied here to the author's own claims.
Open to:
- π Research collaborations on AI ethics and governance
- π¬ Framework testing and validation across platforms
- π Concrete implementation case studies
- π Community building in AI ethics discourse
- π₯ Public speaking and academic collaborations
