Add a docs page that lists the PGP key that signs Wire releases on Maven Central: user ID, key ID, full fingerprint, keyserver, and a Gradle dependency-verification example. Register the page in the mkdocs nav. Add a release-process step: when the signing key changes, announce the new key in the changelog entry for the first release it signs. Closes #3724
